#1 Cleveland Clinic Abu Dhabi 4.4★
Cleveland Clinic Abu Dhabi is a multispecialty quaternary hospital on Al Maryah Island, operated under a management partnership with the US-based Cleveland Clinic and majority-owned by Mubadala (M42). It is one of the region's leading centers for cardiac, neurological, urological, digestive-disease and transplant care, and unlike most UAE government-linked hospitals it publishes an unusually transparent self-pay price menu covering cardiology, urology, imaging and cancer-screening procedures directly on its own site.
How we collect & verify prices What it costs ↓
In plain words · The United Arab Emirates is the Gulf's premium medical hub, built around Dubai and Abu Dhabi and one of the world's densest clusters of JCI-accredited hospitals — including Cleveland Clinic Abu Dhabi, American Hospital Dubai and the Dubai Healthcare City free zone. Patients come for cardiology, orthopaedics, fertility, oncology and cosmetic care delivered in English to international standards; Dubai alone drew about 260,000 medical tourists in the first half of 2015, and the government runs a dedicated medical-visa track through the GDRFA.

Why care costs what it does here
Sourced macro factorsLower local costs are why care is cheaper in United Arab Emirates — not lower quality. These are the underlying inputs: what clinicians earn, what tax applies to care, and the country's income level.
Specialist salary survey-based estimate · Nurse salary survey-based estimate · Healthcare VAT estimate · GDP per capita official.
Healthcare services generally accepted in the medical profession as treatment or prevention of a medical condition, provided by a licensed practitioner/hospital, are ZERO-RATED (0%, distinct from exempt - providers can still recover input VAT) under UAE VAT law/FTA guidance. Procedures that are NOT for treatment or are cosmetic in nature are standard-rated at 5% - relevant since UAE medical tourism includes significant cosmetic/aesthetic volume. Sourced via accounting-firm secondary guidance, not a directly-fetched primary FTA circular

Getting to United Arab Emirates
SourcedVisa, arrival & money — plus the safety, recourse & doctor-verification most sites skip.
Getting there
Visa
Many Western nationalities (US, UK, EU, Australia, Canada) get a free visa on arrival for 30–90 days; from 2026 tourist-visa approvals in Dubai are processed in ~48 hours, and visa-on-arrival eligibility was expanded to six more nationalities (Indonesia, Vietnam, Thailand, the Philippines, Kenya, South Africa). Confirm your nationality's rule before travelling.
Medical / long-stay visa
For treatment, foreign patients use a Medical Visa — an entry permit sponsored by a licensed UAE hospital (fees: AED 200 for a 90-day single entry, AED 500 for 180 days), typically covering ~30 days of initial treatment and extendable on medical documentation. Hospitals in Dubai Healthcare City, Cleveland Clinic Abu Dhabi and American Hospital Dubai coordinate approvals directly with the GDRFA.
Arrival
There is no digital arrival card; entry is via the visa/visa-on-arrival stamp. Residents (not short-stay medical visitors) must hold an Emirates ID.
Currency
UAE Dirham (AED, د.إ) — pegged at ~3.67 to the US dollar
Languages
Arabic is the official language; English is the working language of business and healthcare, and international hospitals operate in English with multilingual staff

Three emirate-level regulators licence physicians — Dubai Health Authority (DHA) in Dubai, the Department of Health (DoH) in Abu Dhabi, and the federal Ministry of Health and Prevention (MOHAP) for the northern emirates. A licence from one authority does not carry to another emirate. · DHA 'Sheryan' portal (services.dha.gov.ae/sheryan) — public 'Verify Professional License/Registration Status' search by name, licence number or specialisation, returning full name, specialisation, licence type (Consultant/Specialist/GP), status (Active/Suspended/Revoked) and registered facility; Abu Dhabi uses the DoH portal (doh.gov.ae via the TAMM platform), northern emirates use MOHAP (mohap.gov.ae)

How healthcare works in United Arab Emirates
SourcedThe system a traveller is entering — who insures, who provides, and how a foreign patient actually pays. Sourced facts only, each with its origin.
- System
- The UAE runs a mixed public–private system regulated at three levels: the federal Ministry of Health and Prevention (MOHAP) for the northern emirates, Abu Dhabi's Department of Health (DoH) with the SEHA public-provider network, and the Dubai Health Authority (DHA) for Dubai.
- Wikipedia, Healthcare in the United Arab Emirates · 2024 ↗
- Coverage
- Health insurance is mandatory for expatriates: Abu Dhabi and Dubai require employers to provide health cover for workers and their dependents, so most of the population — heavily expatriate — carries insurance rather than relying on out-of-pocket payment.
- Wikipedia, Healthcare in the United Arab Emirates · 2024 ↗
- Public vs private
- Around 40 public hospitals operate alongside a large private sector; Dubai Healthcare City is a dedicated 'hospital free zone' of international-standard private providers, and flagships such as Cleveland Clinic Abu Dhabi and American Hospital Dubai anchor the market.
- Wikipedia, Healthcare in the United Arab Emirates · 2024 ↗
- Funding
- The public system is government-funded from national (oil) revenue and free at the point of use for Emirati citizens, while care for the expatriate majority is financed through the mandated employer-provided insurance schemes.
- Wikipedia, Healthcare in the United Arab Emirates · 2024 ↗
- How foreigners pay
- Medical tourism is actively promoted — a patient enters on a Medical Visa sponsored by a licensed UAE hospital (AED 200 for a 90-day, AED 500 for a 180-day entry) and self-pays or uses private insurance; Dubai alone drew about 260,000 medical tourists in the first half of 2015.
- UAE Government portal (Patient & companion medical visa) / Wikipedia · 2024 ↗
- Out-of-pocket
- Out-of-pocket spending is low by regional standards — about 9.7% of current health expenditure in 2022 — because mandated employer insurance absorbs most costs; citizens are treated free in the public system while tourists must carry insurance or pay directly.
- World Bank (SH.XPD.OOPC.CH.ZS) · 2022 ↗
- Pharmacy
- Pharmacies are widespread and MOHAP-regulated, with 24-hour outlets in every major neighbourhood of Dubai, Abu Dhabi and Sharjah; a 24-hour licence requires a pharmacist on duty at all times, and some medicines available over the counter elsewhere are controlled and need a prescription.
- Ministry of Health and Prevention (MOHAP) — 24-hour pharmacy work permit · 2024 ↗
- Emergency care
- The nationwide medical emergency number is 998 for ambulance (999 for police, 997 for fire); emergency rooms treat everyone regardless of nationality, with the bill settled by insurance or self-pay afterward.
- UAE Government portal — Handling emergencies · 2024 ↗
- Quality & outcomes
- Standards are high and heavily accredited — the UAE hosts one of the world's largest concentrations of JCI-accredited hospitals — and life expectancy at birth is about 83 years; Dubai and Abu Dhabi rank among the region's leading medical-travel destinations.
