Visa

Most Western nationalities (US, UK, EU/Schengen, Australia, Canada, New Zealand, Japan) enter visa-free for short medical or tourist visits. The K-ETA (electronic travel authorization) requirement is temporarily WAIVED for 67 countries and territories through 31 December 2026 — eligible travellers enter without applying for a K-ETA; the requirement is expected to resume 1 January 2027. Confirm your nationality's current rule before travelling.

Medical / long-stay visa

For treatment, foreign patients typically use the C-3-3 medical tourism visa (short-term, stays up to 90 days, generally not extendable beyond 90 days except in special circumstances). For treatment or recovery longer than 90 days, patients change to or apply for the G-1-10 long-term medical treatment visa, which can be extended inside Korea; it requires hospital documentation (medical opinion, treatment schedule, payment records). Applications must be tied to a medical institution registered with KTO/KHIDI.

Arrival

From 1 January 2026, all foreign arrivals must file the mandatory digital e-Arrival Card online (within 3 days before arrival) — it replaces the paper disembarkation card and is a declaration, not a visa. Travellers who hold an approved K-ETA are exempt from the arrival card, but nationals of K-ETA-waived countries (US, UK, EU, Japan, etc.) must still complete the e-Arrival Card.

South Korea runs a single mandatory National Health Insurance (NHI) scheme administered by one public insurer, the National Health Insurance Service (NHIS), which covers essentially the whole population under a compulsory, contribution-based model overseen by the Ministry of Health and Welfare.

Coverage is universal: about 97% of people are enrolled in National Health Insurance and the remaining ~3% (the lowest-income group) are covered by the tax-funded Medical Aid safety-net program, so all residents are covered for a core set of services.

Public vs private
Delivery is overwhelmingly private while insurance is public: about 94% of hospitals (88% of beds) are privately owned, yet nearly all are paid through the single public NHIS, and each service is classified either as covered (급여) or non-covered (비급여), with non-covered items such as premium rooms and cosmetic work paid entirely out of pocket.

Funding
NHI is financed mainly by income-based contributions (a health-insurance premium of roughly 7% of wages split equally between employer and employee), topped up by the national government, which provides about 14% of NHI funding plus a further ~6% from a tobacco surcharge.

How foreigners pay
Short-term visitors are not in NHI and pay self-pay prices (often at international/foreigner clinics in major hospitals), while a foreign resident on a long-stay visa is automatically enrolled in NHIS after six months of continuous residence (a rule in force since 2019), or from day one if employed or on a qualifying student visa.

Insured patients still pay coinsurance that rises with the level of facility used — roughly 30% at a local clinic, 40% at a hospital, 50% at a general hospital and 60% at a tertiary general hospital — which is one reason out-of-pocket payments are relatively high: only about 62% of health spending is met by mandatory prepayment, below the OECD average of 76%.
